The Prime Minister’s decision to reject the Capital Gains Tax recommended by the 2019 Tax Working Group took New Zealand by surprise. What can be learned from 2019 the TWG exercise and what does it say about future tax reforms? What lessons does history teach us about tax reform in New Zealand and how to sell major tax changes to a generally sceptical public and business audience? This discussion will use both amusing and painful anecdotes from the past forty years to traverse the rocky path of tax reform.

John Shewan is a professional company director and an Adjunct Professor in the Business School at Victoria University of Wellington. He was chair of PricewaterhouseCoopers New Zealand until 2012. John has extensive experience in tax policy and has served on a number of government and associated tax reform committees, including the 2010 Tax Working Group.
